Online check-in and the guest portal: fewer messages, happier guests

Count how many times a week you write the same thing to guests: „Please send me the details for the registration… the Wi-Fi is… the keys are in the keybox… check-out by 11:00." Online check-in and the guest portal cut this loop: the guest fills everything in and reads everything themselves, and you just harvest the finished data.

It is not merely convenience. A host is anyone who provides accommodation for payment, and further anyone who accommodates more than 5 foreigners — except where the accommodated persons and the host are close persons (§ 99(1) of Act No. 326/1999 Coll.); so you too, with a single flat. From one completed form come an entry in both the stay fee register and the house register, the basis for the stay fee and the report to the foreign police.

In brief

What you riska fine of up to CZK 50,000 for not keeping the house register or not reporting the accommodation of a foreigner (§ 156 of Act No. 326/1999 Coll.); with the platforms, removal of the link from the message, and with Airbnb the suspension of the listing as well

What to do

What to do
  • Switch the check-in link on at the apartment and set when the stay guide unlocks for the guest.
  • Add a sentence about the statutory registration of guests to the listing description on Airbnb — without it the link breaks the rules.
  • Add the check-in link's domain to the whitelist in the Booking.com extranet (message settings, the security section).
  • Fill in the GDPR information as the controller: your identity and contact, the purpose, the legal basis (Art. 6(1)(c) of the GDPR), the recipients, 6 years, the guest's rights including a complaint to the Office for Personal Data Protection and a notice that the law requires the data.
  • Fill the guest portal: Wi-Fi, keys, the route with photos, departure, contact.
  • With the first bookings check that the report to UbyPort went out within 3 working days of the accommodation.

How it works (2 minutes)

  1. 1THE INVITATION — the guest gets the check-in link automatically into the platform's chat (with a full connection), manually from you, or through the apartment's PERMANENT LINK in automatic messages.
  1. 1THE CHECK-IN — from their phone they fill in the statutory data for each person; foreigners over 15 sign with their finger and the signature is stored electronically with the accommodation record (see below). Fellow travellers forward the link to each other and each fills in their own details.
  1. 1THE AUTOMATION — both the stay fee register and the house register are filled, the stay fee is calculated including children's exemptions, a check against the sanctions lists takes place and the report to UbyPort (ubyport.pcr.cz/UbyPort) goes out within 3 working days of the accommodation. Everyone who is not a Czech citizen is reported — so a Slovak or a German too.
  1. 1THE GUEST PORTAL — once unlocked, the guest sees on THE SAME link the „Stay guide": Wi-Fi, the route with photos, keys, rules, departure, tips in the neighbourhood. When it becomes accessible is up to you.

What exactly the guest fills in

The form covers two statutory sets of data at once — that is why it has fields you would not think of.

The stay fee register (§ 3g(2) of Act No. 565/1990 Coll.) is kept for every person including children and asks for the first and last day of the stay, the first name and surname, the address of the place of registration or a similar place abroad, the date of birth, the number and the TYPE of identity document — the act lists nine types — and the amount of the fee collected, or the ground of exemption (the complete list with commentary → The guest register: what must not be missing (and what does not belong there)).

The house register adds, for foreigners, the scope of the registration form (§ 97 and § 101(1) of the Act on the residence of foreigners): citizenship, permanent residence abroad, the travel document number and the visa number — only if it is marked in the document, so for EU citizens generally not at all —, the start and place of residence, the expected duration and purpose of the stay and the start and end of the accommodation. From this list the form collects the statutory data from the document and, for foreigners, additionally the citizenship, residence abroad, travel document number and visa number; the expected duration of the stay follows from the booking dates (from when to when), which are added to the record by themselves. Instead of a bare „Visa number" field, since 6. 9. 2026 the form offers four sentences and the guest picks their own: I have neither a visa nor a residence permit card, I have a visa sticker in my passport, I do not need a visa thanks to my biometric passport, or I have a residence permit card from the EU, the EEA or Switzerland. The number is asked for only with the second option; with the others it would be misleading. Box 7 of the registration form is in fact not just „the visa number" — for the third option the police methodology prescribes the word BIOMETRIKA in it and for the fourth the word POBYT. The guest does not see these keywords, the app derives them itself from what they chose and signed. The purpose of the stay is likewise a separate field with fourteen options; the code from the foreign police's binding code list is added to the choice.

The law does not want a photo or a scan of the document from you — the data from it is enough. Copies of documents are not required by law and, without a legal basis, are problematic under the GDPR; Airbnb moreover forbids requiring a photograph of a document unless the law requires it (→ GDPR and guest data: what you may, what you must and what is forbidden).

The law asks for a signature only from a foreigner over 15: they fill in and sign the form in person, or sign a document with the same data (§ 103(b) and § 101(1) of the Act on the residence of foreigners). For a child under 15 the legal representative signs; for Czech citizens it is not required. A foreigner over 15 signs with their finger during the check-in. The law does not prescribe the form of the signature and both registers may be kept electronically, so a signature taken in the check-in form covers this duty — it is stored electronically with the accommodation record and you need no paper document on top of it. There is no published explicit position of the foreign police on the electronic signature; if you want certainty before an inspection, ask your foreign police department. You must retain it for 6 years from the end of the foreigner's accommodation (§ 101(4)), or 6 years from the accommodation in the case of the registration form (§ 102(4)). It is precisely for archiving that the signature is collected; both registers are likewise retained for 6 years (§ 3g(4) of the Act on local fees, § 101(4) of the Act on the residence of foreigners) — if you were to end the business or stop using the app, make your own copy of the records so that the period can run out.

The check against the sanctions lists is not an inspection imposed by law but a way of not breaching the prohibition on making funds available to a sanctioned person; under § 10(1) of Act No. 69/2006 Coll. everyone has a reporting duty, not just banks (→ EU sanctions lists: the duty 99 % of hosts have never heard of). The app compares guests with both lists — with the consolidated EU sanctions list and with the national Czech sanctions list kept under Act No. 1/2023 Coll.

Example · the fee calculated from the check-in (BYT1, Vinohrady, the municipality's rate CZK 50 a day, 2026)
arrival 10. 7. 2026, departure 14. 7. 2026
commenced days of the stay 10.–14. 7.5
minus the first day of the stay (10. 7.)4 days
2 adults × 4 days × CZK 50CZK 400
2 children (aged 10 and 16)CZK 0 (a person under 18, § 3b(1)(b)
Total to be remitted to the municipalityCZK 400

The rate is set by the municipality by ordinance, at most CZK 50 a day (§ 3d of the Act on local fees); Prague has had CZK 50 since 1. 1. 2022. The fee applies only to a stay lasting at most 60 consecutive calendar days with the same provider (§ 3a of the Act on local fees). A stay longer than 60 consecutive calendar days with one provider is not subject to the fee at all — not even for the first 60 days; on the Ministry of Finance's interpretation, neither a fee duty nor a record-keeping duty then arises. The duties towards the foreign police (the house register and reporting) do not cease with that, however. For children, the ground of exemption is entered in the register instead of the amount (→ Stay fee: every municipality sets it differently — and you are the one collecting it).

Before you put the link in automatic messages

AIRBNB. The „Off-Platform and Fee Transparency Policy" rules forbid links outside Airbnb in listings and in messages and the requiring of an e-mail, a postal address or a photograph of a document unless the law requires it. The exception applies only where you state in advance in the listing description what is required and why. Send the link only after a confirmed booking and only with an informational function, never as a route to payment off the platform.

In the listing description write for example: „Before arrival, please complete the online registration of guests required by Czech law (the register and the report to the foreign police)." Without this sentence the link and the conditional unlocking of information are a breach of the rules — with the risk of a warning or the suspension of the listing.

BOOKING.COM. The link can be put into templates, but the domain or the specific URL must be approved in advance in the extranet — in the message settings, the security section; you need admin permission and two-factor authentication, and with a group of properties the setting can be applied to all of them at once. A template cannot be saved with a QR code as an attachment, only images may be attached.

Set the whitelist up ONCE IN ADVANCE. Booking removes an unapproved link from the message and all that is left for the guest is the note „[Link was removed]" — and you learn nothing from the automatic message you sent.

The permanent link vs. the booking link

Both lead to the same check-in and portal, they differ only in delivery.

What to put in the guest portal

The golden rule: everything guests ask about repeatedly. You have the skeleton pre-prepared in the app:

A route to the keybox photographed step by step cuts the „I cannot find the entrance" questions to zero; you insert images in the editor directly between the text.

Why do guests fill it in? They know it from hotels, it runs on the phone without registrations and passwords — and the form says WHY the data is collected. The information under Art. 13 of the GDPR must contain your identity and contact details, the purpose and the legal basis (Art. 6(1)(c) of the GDPR — compliance with a legal obligation), the recipients (the municipality and the Police of the Czech Republic, the app provider as the processor), the storage period of 6 years, the guest's rights including the right to lodge a complaint with the Office for Personal Data Protection, and a notice that providing the data is a statutory requirement and that without it you cannot accommodate them. You fill it in once; the controller of the data is you, not us.

What is coming

Regulation (EU) 2024/1028 on the sharing of data on short-term rentals applies from 20. 5. 2026, but a registration number arises only where a state has introduced a registration procedure. As of September 2026 the Czech Republic does not have one: parliamentary papers 106 and 107 (the amendment to Act No. 159/1999 Coll.) have not passed their first reading, the government has a negative position on paper 106 (Resolution No. 149/2026 of 9. 3. 2026) and the Ministry for Regional Development counts on launching the eTurista register only in 2027. Both papers are proposed for the agenda of the Chamber's 30th sitting from 8. 9. 2026 — so keep an eye on the state of play; on paper 107 the government issued a neutral position on 31. 3. 2026. A registration number in the listing is therefore not compulsory yet and the duties apply unchanged.

Paper 106 counts on the guest being entered in the register immediately after the accommodation, at the latest within 24 hours (§ 9h(2) of the bill) — whoever collects the data in advance today will be ready. The power of municipalities to limit the number of days of short-term accommodation in flats, by contrast, is in no act in force or under discussion: the committee removed it from government paper 761 in March 2025 and paper 106 does not contain it. The Ministry for Regional Development is considering it but has not yet given specific parameters.

Frequently asked questions

When does the portal unlock for the guest?
That is up to you: manually at the booking, or automatically (typically after the check-in is filled in). Careful with Airbnb — the rules forbid making access to the accommodation conditional on anything beyond the statutory registration (marketing, upselling, reviews).
What about guests without a phone or the internet?
You fill the data in for them in the app by hand — the link is a convenient route, not the only one. With a foreigner over 15, though, have the result signed and keep the record for 6 years.
Will it replace my paper register?
Yes. The register is kept in writing or electronically, separately for each place; the entries must be correct, complete, verifiable and chronological (§ 3g(1) and (3) of the Act on local fees; → The guest register: what must not be missing (and what does not belong there)).
What if UbyPort is unavailable?
Reporting is done by remote access „if such access is established and functional" (§ 102(3)) — the 3 working day deadline keeps running. There is no electronic channel other than UbyPort: the app holds the report and sends it as soon as the connection is restored. Should the outage last so long that the deadline would expire, submit the report to the police unit on the registration form (§ 102(2)) and keep the proof of sending (→ UbyPort without the stress: how to report foreign guests to the foreign police correctly).
How Ubyo helps
The check-in, both registers, the fee calculation, the sanctions check and the sending to UbyPort run in one flow from one form which the guest fills in. You put the guest portal together yourself in the editor, photos included. You will find the settings at the apartment, the specific link at the booking.

The golden rule: everything guests ask about repeatedly. You have the skeleton pre-prepared in the app:

  • House rules (smoking, quiet hours, pets)
  • Keys — with photos of the keybox and the code
  • The route to the apartment — photos step by step
  • Wi-Fi (the network and the password)
  • Equipment and appliances (coffee machine, heating)
  • Departure — by what time and where to leave the keys
  • Parking, transport, a taxi from the airport
  • Tips for breakfast, restaurants and trips, your contact details

A route to the keybox photographed step by step cuts the „I cannot find the entrance" questions to zero; you insert images in the editor directly between the text.

The most common mistakes and myths

  • „I will simply put the check-in link into an automatic message." — On Booking the system removes it without a whitelist, on Airbnb you break the rules if you have not described the statutory registration in the listing.
  • „I need a signature from every guest." — The law asks for one only from foreigners over 15; from Czech citizens nowhere.
  • „I do not have to report Slovaks and Germans, that is the European Union." — Everyone who is not a Czech citizen is reported, within 3 working days.
  • „I will simply write the Wi-Fi and the keybox code to the guest in a message." — It gets lost in the thread and a published code cannot be taken back; it belongs in the portal behind the unlocking, not in the listing.
  • „I set the portal up last year, that is enough." — The code, the restaurants and the transport change and a foreign guest needs an English version; go through the portal once a season.

The check-in, both registers, the fee calculation, the sanctions check and the sending to UbyPort run in one flow from one form which the guest fills in. You put the guest portal together yourself in the editor, photos included. You will find the settings at the apartment, the specific link at the booking.
